Born in Greenwood, he was a son of the late Jerry Dennis and Shirley Ann Jones Phillips. He was of the Holiness faith. Billy found happiness in the simple things: being outdoors, listening to music and being around family and friends.

Surviving are: two sons, Scott Smothers of Greenwood and Justin Phillips of Gray Court; his sister, Julie Burgess of NC; and two grandchildren, Josie Smothers and Colton Caldwell.

In addition to his parents, he was predeceased by his brother, Johnny Phillips.

Memorial services will be held at 1 P.M. Friday, May 23, 2025 at Parker-White Funeral Home, Ware Shoals with Rev. Doyle Young officiating.

The family will receive friends from 12 – 1 P.M. Friday at the funeral home prior to the service. In lieu of flowers, the family request memorial donations be made to The Billy Phillips Fund, c/o Parker-White Funeral Home, Po Box 242, Ware Shoals, SC 29692.
